Dumfries incident, fire services review, engineering proposal, and rezoning discussed at March 2 Nackawic-Millville Council meeting
Councillor Meldrum updated the council on a Dumfries volunteer firefighter injured when a vehicle hit the fire truck during a recent emergency call.
In the CAO’s report, Kathryn Clark also noted the firefighter was hurt, and a truck was damaged on Feb. 23.
The crew responded to a transport truck off the highway median. After pylons were set, a car failed to slow, tried to pass another vehicle, and rear-ended the fire truck, knocking down the firefighter.
Clark said Worksafe NB and the insurance company have been contacted.
Fire Services Review proposal awarded
Council accepted a proposal for a Fire Services Review from Hennessy Richardson Strategic Services at a total cost of $21,643.05.
Their resume listed extensive firefighting qualifications.
The review covers the stations in Nackawic, Millville, and Dumfries.
Council approves the engineering services proposal for Route 105 safety concern
Council passed a motion to approve a proposal for engineering services from Dillon Consulting.
The $148,000 cost will be covered by the province under the Provincial-Municipal Highways Program.
Construction is set to begin this summer. The project is expected to cost $1,250,000 plus HST upon completion. It involves Route 105 left-turning lanes at Clearview Court and Campbell Settlement Road.
In 2023, the former Town of Nackawic submitted a request for dedicated left-turn lanes on Route 105 due to safety concerns. This is a heavily travelled route by logging trucks and other vehicles due to the proximity of the AV Nackawic mill.
In the letter from Dillon Consulting, they state their work will include:
- improvements to the left turning lane at Route 105 and Campbell Settlement Road, consisting of approximately 400 metres of roadway widening and associated ditch/backslope realignment and line painting
- improvements to the left turning late at Route 105 and Clearview Court, consisting primarily of a reconfiguration of lane marking to convert the current left turn lane to Otis Drive into a dual left turn lane into both Otis and Clearview.
Mayor Tim Fox said this project was in the council’s three-year plan.
Possible rezoning of land along Route 105 opposed by neighbour
The possible rezoning of two land parcels along Route 105 has upset a neighbour.
Council is considering rezoning the two properties, currently zoned Wellfield Protection Area Zone to Highway Commercial Zone, to allow permanent storage units to be placed on the properties.
A public hearing was held at the start of the council meeting, followed by a presentation from Sarah Hilborn of the Capital Region Service Commission on the proposed rezoning on Route 105.

A direct neighbour of the property, Cora Morrison, opposed the possible rezoning.
Morrison spoke to the council about how it will directly affect her, as her land is adjacent to the two lots. She would like the council to consider keeping it as a green space.
Mayor Tim Fox said the town has been approached by someone interested in placing storage units on the property.
Currently, the property is zoned as a Wellfield Protection Area due to the Trickle Filter facility next to it.
Council approved the first and second reading of the by-law to amend the Town of Nackawic-Millville Zoing By-Law for these two properties.
