Woodstock Provincial Court: Windsor man in custody on drugs and weapons charges

In custody on drug trafficking charges

Jacob Alexander Roy, 26, of Windsor, appeared in provincial court in custody by video on Aug. 6 to answer drug and weapon charges laid by Woodstock Police. He was remanded to jail to await a bail hearing on Aug. 12 at 9:30 a.m.

Roy was charged with possession of methamphetamine and cocaine, both for the purpose of trafficking, breach of a release order, possession of a prohibited weapon (brass knuckles), and possession of a weapon dangerous to the public peace in connection with an incident in Woodstock on Aug. 3. He was arrested on the weekend.

Roy is also scheduled to appear for trial in provincial court on Aug. 19 at 9:30 a.m. after pleading not guilty to four other charges. On Jan. 7, the RCMP charged him with breaching a release order. He was arrested and released with conditions, including wearing an electronic monitoring device attached to his ankle.

In November, Roy was charged with breach of a no-contact order for an incident on Oct. 20, 2023, in Woodstock. RCMP also charged him with assault involving a female victim and unlawful confinement concerning an incident on Sept. 11, 2023, in Woodstock.  He pleaded not guilty.

Arrested for ankle bracelet violation

Nathan Aaron Sewell, 36, of Wilmot, appeared in provincial court in custody by video on Aug. 6 on a charge of breaching his release order. He was remanded to jail to await a bail hearing on Aug. 8 at 9:30 a.m.

RCMP charged Sewell with violating electronic monitoring (ankle bracelet) following an incident on Aug. 1 at Wilmot. He was arrested on the weekend.

Sewell also appeared in provincial court on April 30 and pleaded not guilty to other charges laid by RCMP. His two-day trial was set for May 15-16, 2025, at 9:30 a.m.

Sewell was charged with possession of methamphetamine and possession of cocaine, both for the purpose of trafficking, and three counts of possession of stolen property (an ID card, registration and mail) concerning an incident on Feb. 15 at Bairdsville.

He appeared in court in custody on Feb. 17 and was released with conditions, including wearing an electronic monitoring device attached to his ankle. Sewell has a prior criminal record.

Held for bail hearing

Brian Vrieze, 53, of Debec, appeared in provincial court in custody on Aug. 6 and was remanded to jail. He returns to court in custody for a bail hearing on Aug. 8 at 1:30 p.m. He was arrested on two warrants for failing to appear in court to answer charges.

Brian Vrieze and Tyler Vrieze, 29, of Debec, were each charged by Woodstock Police with possessing stolen property (an ATV).

The charges were laid in connection with an incident in Woodstock on July 27, 2023. Tyler Vrieze pleaded not guilty on April 9; his trial date was set for April 30, 2025, at 9:30 a.m.

Brian Vrieze failed to appear in court for plea and second warrant for his arrest was issued. An earlier arrest warrant was issued by the court when he failed to appear for trial on Nov. 6, 2023. The court heard he was in the hospital at that time.

Vrieze pleaded not guilty in December to possessing a firearm without a license, a Savage 223 rifle, concerning a Nov. 18, 2021, incident at Limestone and not guilty to possessing methamphetamine on April 24, 2021, in Woodstock.

Arrested on the weekend

Brycen Trae Stewart, 28, of Lakeville, appeared in provincial court in custody by video on Aug. 6 on charges laid by RCMP. He was remanded to jail to await a bail hearing on Aug. 8 at 9:30 a.m.

Stewart was arrested on the weekend and charged with breaking into a dwelling house on May 25 in Killoween and possession of a stolen vehicle on Aug. 4, 2023, in Lakeville.

Released again with conditions

Gary Frederick Kilcollins, 48, of Woodstock, appeared in provincial court in custody by video on Aug. 6 for a bail hearing and was released with conditions. He returns to court for plea on Aug. 27 at 9:30 a.m.

Kilcollins was charged with breaching his release order (curfew) for an incident on July 31 in Woodstock. At the time of his arrest, he had been out of custody for 19 days following a lengthy stay in remand.

He appeared in provincial court in custody on July 12 for a bail hearing and was released with conditions. On July 16, he returned to court and pleaded not guilty to nine other charges. His trial dates were set for July 17-18, 2025, at 9:30 a.m.

Woodstock Police charged Kilcollins with breaking into a house, theft of a TV, breach of probation for an incident between April 8 and April 16 in Woodstock, and driving while suspended on Dec. 7, 2023.

He was also charged with theft from the Woodstock Superstore on March 24 and theft from the Vie Thrift Boutique on April 13. A mischief charge was also laid for an incident on Jan. 2 when a window was broken at another property in town.

He was also charged with breach of probation and theft from Home Hardware in Woodstock on Jan. 15.

Fined for impaired driving

Craig McKeen Cluff, 29, of Grafton, appeared in provincial court on Aug. 6 and pleaded guilty to an impaired driving charge laid by Woodstock Police. He was fined $2,500 and prohibited from driving for one year.

Cluff was charged following an accident on Feb. 18 on Main Street in Woodstock. He had no prior criminal record.

Sentencing set for Mapleview woman

Samantha Adderly, 53, of Mapleview, Victoria County, appeared in provincial court on Aug. 6 and pleaded guilty to two charges laid by RCMP. Her sentencing date was set for Nov. 5 at 1:30 p.m.

Adderly was charged with refusing a breathalyzer, impaired driving, and assaulting a police officer in connection with an incident on April 3 near Perth-Andover. She pleaded guilty to the assault and impaired driving, and the crown withdrew the remaining charge.

Arrested on a warrant

Erica Ann Trecartin, 28, of Lower Brighton, appeared in provincial court in custody via teleconference after being arrested on a warrant in St. Stephen.

RCMP charged her with failing to appear in court on June 24. Her bail hearing was set for Aug. 8 at 1:30 p.m. She was wanted as a co-accused in a drug investigation in Grafton.

Ronald McLaughlin, 33, of St. Stephen, appeared for sentencing in provincial court in custody via teleconference on July 16 after pleading guilty to five charges laid by RCMP.  His sentencing was adjourned until Aug. 12 at 1:30 p.m.

McLaughlin appeared in provincial court in custody on Jan. 30. The RCMP charged him with dangerous driving, driving while suspended, and driving without insurance stemming from an incident on Jan. 29 in Grafton. The court heard he was being held in custody on other charges in Saint John.

On April 12, McLaughlin was also charged with possession of methamphetamine for the purpose of trafficking in connection with the same incident in Grafton. On May 2, an additional charge was laid for failing to appear in court on March 5.

Bail hearing adjourned

Trevor Lee Crain, 49, of Killoween, appeared in provincial court in custody by video on Aug. 6 for a bail hearing on several charges laid by the RCMP. At the request of his defence counsel, the bail hearing was adjourned until Aug. 15 at 9:30 a.m.

Crain was charged by RCMP with possession of a prohibited weapon (brass knuckles), resisting arrest, and breach of a release order in connection with an incident on July 1 at Killoween.

He was also charged with breaking into a residence and committing sexual assault for another incident between May 1 and May 23, 2023, at Moose Mountain.

He also faces a charge of possessing stolen property for a separate incident on May 5. He pleaded not guilty and a trial date will be set at his next court appearance.

Crain was scheduled to appear for trial on July 11 after pleading not guilty to a series of other charges. Those matters were adjourned until after his plea on the new charges.

Crain was charged by RCMP with break and enter at a dwelling house and breaching an undertaking on June 15, 2023, at Moose Mountain, and committing an assault involving a female victim on June 11, 2023, at Killoween.

He appeared in provincial court in custody by video on Sept. 14, 2023, for a bail hearing and was released with conditions. He was ordered to follow a curfew and report to the police weekly as part of his release order but was brought back into custody.

Mental health assessment still not done

Richard Evan Stockford, 30, of Waterville, appeared in provincial court on Aug. 6 for a fitness hearing regarding a 30-day mental health assessment in the community.

The court heard local mental health care workers had not yet completed the assessment. Judge Natalie H. LeBlanc ordered an extension to Aug. 20 at 9:30 a.m. to allow further time for the assessment.

Stockford appeared in provincial court on July 9 for plea on a threat charge. The matter was adjourned pending the completion of his mental health assessment. He was not in custody so an order to attend the Restigouche hospital was not made by the court.

Woodstock Police charged Stockford with uttering threats against a local lawyer in connection with an incident on April 17, 2023.

Trial date pending

Jessica Samantha Armour, 28, of Bath, will appear in provincial court on Aug. 20 at 9:30 a.m. to set a date for her trial on an assault charge.

Woodstock Police charged Armour with assaulting another woman concerning an incident between Feb. 15 and Feb. 29 in Woodstock. She entered her not-guilty plea at a court appearance on July 23.

Warrant issued for Fredericton man

The court issued an arrest warrant for Douglas Joseph Forrest, 62, of Fredericton, after he failed to appear in provincial court on July 23 to answer two charges.

Woodstock Police charged Forrest with assault and assault by choking involving a female victim in connection with an incident on April 18 in Woodstock.

Returning for plea on two charges

Stephen Manfred Spiegler, 60, of Woodstock, will appear in provincial court on Aug. 20 at 9:30 a.m. for plea on two charges laid by Woodstock Police.

Spiegler was charged with driving while suspended and shoplifting at the Atlantic Superstore following incidents on Feb. 9 and Feb. 26 in Woodstock. He made his first court appearance on July 23 when the matter was adjourned to the new date.

Charged with assault

Joey Spencer, 37, of Perth-Andover, will appear in provincial court on Aug. 20 at 9:30 a.m. for plea on an assault charge.

RCMP charged Spencer with assault involving a female victim stemming from an incident on June 29 at Perth-Andover. He made his first court appearance on July 23 when the matter was adjourned to the new date.

Released on undertaking

Adam Luc Joseph Thibodeau of Glassville will appear in provincial court on Aug. 27 at 9:30 a.m. for plea on two charges laid by Woodstock Police.

Thibodeau was charged with possessing a stolen vehicle and a stolen licence plate in connection with an incident on April 9 in Woodstock.  He was scheduled for plea on Aug. 6 when the matter was adjourned to the new date at the request of his defence counsel.

Failed to appear

The court issued an arrest warrant for Jacob Jinson, 25, of Woodstock, after he failed to appear in provincial court on Aug. 6 to answer a threat charge.

Jinson appeared in provincial court in custody on April 17 and was released with conditions. RCMP charged him with uttering threats for an incident on April 10 at Somerville.

Returning for plea

Hunter Lee-Hamilton, 22, of Lower Brighton, will appear in provincial court on Sept. 3 at 9:30 a.m. to answer two charges laid by Woodstock Police.

Lee-Hamilton was charged with committing mischief, causing property damage to a vehicle, and breaching probation regarding an incident on March 3 in Woodstock. He was scheduled for a plea on Aug. 6, but the matter was adjourned to allow him more time to secure legal counsel.

Upper Woodstock man charged

Andrew Joseph Weeks, 40, of Upper Woodstock, will appear in provincial court on Aug. 27 at 9:30 a.m. for plea on one charge laid by Woodstock Police.

Weeks was charged with uttering a forged document (an Alberta operator’s licence) in his name as if it was genuine concerning an incident on Dec. 11, 2023, in Woodstock. He appeared in court on Aug. 6 when the matter was adjourned to allow him more time to consult legal counsel.

Assault with steel-toed boots

Felicia (St. Peter) Demerchant, 45, of Glassville, will appear in provincial court on Aug. 27 at 9:30 a.m. for plea on an assault charge.

Demerchant was charged by RCMP with assault with a weapon (steel-toed boots) involving a male victim in connection with an incident on May 30 near Glassville. She was scheduled for plea on Aug. 6 when the matter was adjourned to allow her more time to secure legal counsel.

Bail hearing adjourned

Matthew McGrath, 30, of Plaster Rock, appeared in provincial court in custody by video on Aug. 6 to set a date for a bail hearing. He returns to court in custody for the bail hearing on Aug. 14 at 9:30 a.m.

McGrath was charged by RCMP with assault involving a female victim, uttering threats, resisting arrest and breach of probation in connection with an incident on June 26 at Plaster Rock.

He is also facing charges of failing to appear in court in Edmundston on May 28 and mischief causing property damage to the Madawaska jail on May 11.

Following his arrest in June, he was remanded to the Restigouche hospital for a mental health assessment until July 10. He is still awaiting plea on the charges.

New charges for Wilmot man

Mitchell Hillman, 36, of Wilmot, appeared in provincial court on Aug. 6 to answer two new charges laid by Woodstock Police. The matter was adjourned for plea until Sept. 3 at 9:30 a.m. at the request of his defence counsel.

Hillman was charged with driving while prohibited on Feb. 12 in Woodstock and mischief causing property damage to a truck on Feb. 16 in Woodstock. He also appeared in provincial court on July 23 and pleaded not guilty to a charge related to a break-in at the tourist bureau at Richmond Corner. His trial date was set for June 26, 2025, at 9:30 a.m.

Michael Holt, 68, of Riverglade, also appeared in provincial court on July 23 to answer a charge stemming from the same break-in. He pleaded not guilty, and his trial date was set for July 16, 2025, at 1:30 p.m.

RCMP charged the pair with break, enter, and theft in connection with an incident on Feb. 19. 

Plea date rescheduled

Braxton Denny, 24, of Woodstock, appeared in provincial court on Aug. 6 for plea on a breach charge laid by Woodstock Police. The matter was adjourned until Aug. 13 at 9:30 a.m. to allow him more time to seek legal counsel.

Denny appeared in provincial court in custody by video on June 17 for a bail hearing and was released with conditions, including wearing an electronic monitoring device attached to his ankle.

He was arrested on June 12 and charged with breaching a release order by failing to abstain from drugs between June 6 and June 7 in Woodstock.

He also appeared in provincial court on Jan. 16 to answer other charges for different alleged events. He pleaded not guilty on all counts.

Denny was charged with possession of stolen property on July 23, 2023; flight from police on July 22, 2023, and two counts of failing to appear in court on Oct. 17 and Oct. 24, 2023. A trial date was set for Dec. 11 at 9:30 a.m.

He was also charged with breaking into a dwelling house and committing mischief concerning an incident on Feb. 18, 2023, in Woodstock, committing mischief causing property damage and breach of an undertaking on Dec. 9, 2022, at Upper Woodstock, and two counts of assault and committing mischief causing property damage on Dec. 8, 2022, at Upper Woodstock. A trial date was set for Sept. 25 at 9:30 a.m.

Plymouth Road man returning for trial

Andrew Pelkey, 44, of Plymouth Road, appeared in provincial court on Aug. 6 to set a trial date after pleading not guilty to breaching his release order. The matter was adjourned until Aug. 28 at 9:30 a.m., when he is scheduled to appear for trial on other separate charges.

Pelkey appeared in provincial court in custody for a bail hearing on Feb. 5 and was released with conditions. A warrant was issued after he failed to appear in court for plea on Dec. 19, 2023. He was also charged with breaching his release order by violating his curfew following an incident in Woodstock on Sept. 30, 2023.

Pelkey is facing eight other charges for an earlier incident. He pleaded not guilty to assault with a weapon (a belt, glass bottle and stick), assault by choking, uttering threats, assault, pointing a firearm at another person, possession of a weapon dangerous to the public peace (BB guns and a pellet gun), careless use of a firearm, and willfully causing pain to a dog by shooting it with a pellet gun. The alleged threats and assaults involve a female victim in connection with incidents which occurred between Feb. 1 and March 21, 2023, near Richmond Corner.

The trial on those matters was adjourned to Aug. 28 at 9:30 a.m. Associate Chief Judge Brian C. McLean told Pelkey there would be no further adjournments and the trial would proceed in August.
