Woodstock Provincial Court: Oxbow man charged with prowling, breach of probation

Charged with being a ‘peeping Tom’

Derrick Roy Goodine, 68, of Oxbow in Victoria County, will appear in provincial court on Oct. 6 at 1:30 p.m. for the continuation of his trial after pleading not guilty to charges of being a peeping tom.

Goodine was charged by the RCMP with prowling at night, secretly observing a female person without their consent, and breach of probation for an incident on Jan. 3, 2025, at a residence in Florenceville-Bristol. He was also charged with prowling at night and breach of probation on Dec. 31, 2024, at the same residence.

His trial began on July 9 with testimony from several police officers who told the court about investigating complaints about a peeping tom who had been spotted on a homeowner’s video surveillance system.

The videos were played in court before Judge Rose Campbell and showed a male intruder approaching a residence on foot at night and standing in a front window. One video showed the man committing an indecent act in the same window.

Goodine was arrested on Jan. 3, 2025, around 2 a.m. while sleeping in his vehicle about 300 meters from the victim’s home. Further police testimony contended Goodine was identified as the alleged assailant in the video. The homeowner is expected to testify when the trial resumes on Oct. 6.

Sentencing set for one accused

Timothy Brian Wheelan, 39, of Jacksonville, appeared in provincial court on July 10 for trial in custody and changed his plea to guilty on charges laid by the RCMP. He was remanded to await sentencing on July 27 at 9:30 a.m.

Wheelan pleaded guilty to uttering threats against a female victim on April 10, 2025, in Woodstock, and guilty to uttering threats against two other women on Aug. 12, 2025, at Jacksonville. Two other charges were withdrawn by the Crown.

Wheelan was denied bail on Nov. 20, 2025. He also appeared for trial in provincial court in custody on June 18 and changed his plea to guilty for breaching his curfew on Sept. 23, 2025, at Carlingford; and guilty to breach of an undertaking (no weapons), possession of a stolen utility trailer, and resisting arrest on Nov. 17, 2025, at Meductic.Three more charges were withdrawn by the Crown. He will be sentenced on all the charges on July 27 at 9:30 a.m.

Wheelan and Samuel Robert Crewe, 31, of Jacksonville, appeared in provincial court in custody on July 7 for a pre-trial hearing about a number of charges related to guns and drugs.

The two local men will appear for trial in provincial court later this month after pleading not guilty to charges laid by local police. Their trial dates were set for July 27 at 9:30 a.m., Aug. 10 and Aug. 13 at 9:30 a.m. Another pre-trial conference was booked for Aug. 7.

The RCMP charged the two men with possession of methamphetamine and ecstasy for the purpose of trafficking in connection with incidents between June 1 and June 13, 2025, in Jacksonville. With the consent of the Crown, two other drug charges were reduced on July 7 to indictable possession of cocaine and fentanyl.

Wheelan also pleaded not guilty to 42 related gun charges laid by Woodstock Police, which are to be amended at the request of Defence Counsel Annie Maltais. She told the court a global resolution was being sought with the Crown.

Crewe pleaded not guilty to 13 gun charges related to the same incident in June 2025, but those charges did not proceed. The Crown called no evidence, and Crewe received a directed verdict of not guilty on July 10.

Crewe was sentenced to three years in federal prison, minus time served, when he appeared in provincial court via video in custody on Jan. 26. He pleaded guilty to a raft of drug and theft charges, as well as driving offences, laid by Woodstock Police and the RCMP. He had a prior criminal record.

In custody on multiple charges

Mason Darren Bustard, 19, of Woodstock, will appear in provincial court in custody via video on July 13 at 1:30 p.m. to answer a series of new charges laid by Woodstock Police and to make a plea on several others.

The new charges against Bustard include prowling at night, theft, possession of stolen property and attempting to commit an offence.

At an earlier court appearance, Bustard was charged with possession of stolen property, possession of break-in tools and breach of probation in connection with a rash of vehicle break-ins on April 7-8 in the Elizabeth Street, Creighton Street and Rose Court areas. He was also charged with theft of a motor vehicle from the Legacy Ford dealership in Woodstock on April 30.

Bustard was also charged with flight from police and mischief causing property damage to a lawn at Wotstak (Woodstock First Nation); breach of probation, possession of a stolen truck, possession of a weapon dangerous to the public peace (a knife), and breaching a release order in Woodstock; two counts of breaching his release order and mischief causing property damage to his ankle bracelet in Bloomfield; and flight from police and theft of fuel in Florenceville-Bristol. All the incidents are alleged to have occurred on April 30.

Warrant on file

Seth McAskill, 22, of Wapske, was scheduled to appear for trial in provincial court on July 10 after pleading not guilty to assault charges laid by RCMP.

He did not appear, so a warrant was held on file, and the matter was adjourned until July 13 at 9:30 a.m. Defence Counsel Lindsay Paul told the court a resolution was being sought with the Crown.

McAskill appeared in provincial court in custody on Jan. 2, 2025, and was released with conditions. He was charged with two counts of assault involving a female victim on Dec. 17 and Dec. 18, 2024, at Plaster Rock, and breach of an undertaking by violating a no-contact order on Jan. 20, 2025, at Plaster Rock.

Trial pending

Craig Laskey, 36, of Jacksonville, appeared in provincial court on July 9 for a hearing about his trial on three charges laid by RCMP. Another pre-trial hearing was booked for Aug. 13 at 9:30 a.m.

Laskey pleaded not guilty to sexual assault for an incident on Aug. 14, 2024, at Jacksonville, and assault by choking and mischief on Aug. 21, 2024, at Bedell. His trial date was set for Sept. 18 at 9:30 a.m.
