Municipality worried about unpaid AV Nackawic water bill

Nackawic-Millville Council discusses that and other issues at Oct. 19 meeting

After council reviewed the financial statements, Deputy Mayor Greg MacFarlane asked whether AV Nackawic (AVN) has paid the water bill, as it has been in arrears for a while. CAO Kathryn Clark said they still have an outstanding amount of between $35,000 and $40,000 (for two quarters).

Clark also told council that AVN approached them and asked for “a lot of water,” which would put the water supply at risk, and when the community said no, they asked for half. Clark said AVN’s request was vague, and the municipality needs to be very cautious.

Variance application approved for residence on Old Bridge Road in Nackawic

Council reviewed a memo from the Capital Region Service Commission (CRSC) regarding a variance application for PID#1507060 at 25 Old Bridge Road in Nackawic.

Floyd d’Entremont made a variance application to the CRSC for the consideration of two variances: a variance of 0.9662 metres (3’2”) in the height of an accessory structure 4.8768m x 9.7536m (16’x32’) with a height of 5.23 m (17’2”) on property and a variance of 4.2672 m (14’) to locate an accessory structure at 9.7536 m (32’) from the Old Bridge Road.

The main building on the property is located 14.0208 m (46’) from Old Bridge Road. The CRSC stated that, before deciding on the proposal, staff would like to hear views from the adjacent landowners and council.

Deputy Mayor MacFarlane moved to accept the variance application, and Councillor Trail seconded and passed the motion. Councillor d’Entremont left council chambers for the discussion and vote.

Vial of Life program

In the CAO’s report, Kathryn Clark said Vial of Life preparation is complete, with 1,200 vials made. The program will advertise soon and list locations where residents can pick up the vials.

The Vial of Life program is an emergency preparedness program that stores important medical information in a central location in your home so first responders have access to it if needed.

Muskie Canada National Outing

Mayor Tim Fox said 60 anglers took part in the Muskie Canada National Outing, held the weekend of Oct. 17th-19th. Anglers caught and released 28 muskies, up from 13 last year.

The winner, Linden Bartley from NB, won the tournament catching a 48” muskie. Fox said anglers came from Toronto, Quebec, Nova Scotia, Maine, and Massachusetts.

Dumfries Fire Hall/Community Hall Demo and Site Remediation

Council reviewed a memo from CAO Kathryn Clark about demolishing the old Dumfries Fire Hall once everything is removed.

Phase two includes demolishing the building, remediating the site, and decommissioning the old well. She said a well-drilling company must do that work so it can be completed separately.

The committee received three quotes and awarded the contract to Moore Boys Contracting for $76,500 plus HST.

The committee will allocate funds under the Capital Renewal Fund, and RDC has approved financial assistance under the Community Development Fund. Councillor Meldrum made the motion, and Councillor Ouellet seconded it.

Dumfries fire hall generator and propane tanks may get new home at Nackawic Lion’s Club

Council reviewed a memo from Ken Davis, Director of Public Works and Utilities, about moving the generator and propane tanks from the old Dumfries Fire Hall to the Nackawic Lion’s Club. He said there would be a minimum cost, and they would do as much work in-house as possible.

Clark pointed out that the Nackawic Lion’s Club has a very old generator (about 20 years old) and that the Lion’s Club is the designated shelter and warming station during power outages.

Clark said they would repurpose an existing asset to benefit the community. The goal is to get the generator operational this winter.

Deputy Mayor Greg MacFarlane moved to support the proposed initiative, and Councillor Meldrum seconded, with an amendment to include more detailed pricing for the next council meeting in two weeks.
