Woodstock Provincial Court: Charges dropped for Bulls Creek man, Woodstock man pleads not guilty to charges while undergoing mental health assessment

Charges withdrawn in alleged assault with gun

The crown withdrew charges laid against Aaron William Rowan, 47, of Bulls Creek, 23, regarding an alleged assault with a gun on a young woman last fall. He appeared in provincial court on April 23, when the crown dismissed the case.

Rowan was charged by RCMP with possession of a firearm (a handgun) while prohibited, uttering threats, intimidation to obstruct the course of justice, assault with a weapon involving a female victim, possession of a weapon dangerous to the public peace, possession of stolen property, and committing mischief, concerning an incident involving a female victim on Sept. 2, 2023, at Bulls Creek. He pleaded not guilty, and his trial date was set for November.

Rowan still has other outstanding charges, including an alleged assault involving another female victim on July 11, 2023, at Wotstak. He pleaded not guilty, and his trial date was set for Sept. 27, 2024, at 9:30 a.m.

Woodstock Police also charged him with assault causing bodily harm to another man, assault with a weapon (a metal pipe), and possession of a weapon dangerous to the public peace. He was arrested following an incident at Capital Square in downtown Woodstock when a man suffered serious injuries and was hospitalized. He pleaded not guilty, and a trial date was rescheduled for June 4 and June 11, 2024, at 9:30 a.m.

Rowan has a lengthy criminal record. He was also charged by Woodstock Police with possession of stolen property over $5,000 (a tractor owned by Green Diamond Equipment) stemming from an incident on Dec. 17, 2021, in Woodstock. He pleaded not guilty, and a trial date was rescheduled for May 22, 2024, at 9:30 a.m.

In custody for mental health assessment

Brady Brooks, 33, of Woodstock, appeared in provincial court in custody by video on April 23 to plead not guilty to charges laid by Woodstock Police. His trial date was set for April 24, 2025, at 9:30 a.m.

The court heard Brooks was currently in hospital at Restigouche for a mental health assessment after being arrested on other charges in Edmundston.

Woodstock Police charged Brooks with uttering threats and breaking into a dwelling house in connection with incidents between Dec. 29, 2023, and Jan. 1 in Woodstock. 

New charges for Woodstock man

Travis Wade Johnston, 38, of Woodstock, appeared in provincial court on April 23 to answer two new charges laid by Woodstock Police. He returns to court for plea on May 21 at 9:30 a.m.

Johnston was charged with two counts of breaching a no-contact order for alleged incidents on March 25 and April 2 in Woodstock. He also appeared in provincial court on April 16 and pleaded not guilty to several charges laid by Woodstock Police. His trial was set for May 5, 2025, at 9:30 a.m.

Police charged Johnston with two counts of uttering threats, assault involving a female victim, unlawful confinement, committing mischief by removing data from a cell phone, and criminal harassment concerning a series of incidents that took place in Woodstock between Sept. 1-30, 2023, on Feb. 17 and Jan. 31, and between Aug. 1, 2023, and March 12.

Johnston appeared in provincial court in custody on March 20 and was remanded for a bail hearing. Woodstock Police arrested him two days after his first release from custody.

He appeared in court in custody on March 18 and was released with conditions, including a no-contact order. He was back in custody on March 20 for breaching the order and was remanded for a bail hearing on March 21. He was released again with amended conditions.

Sentencing adjourned on assault charge

Joshua Perley, 19, of Neqotkuk, appeared in provincial court for sentencing on April 23 after changing his plea to guilty on one charge laid by RCMP. The matter was adjourned until Aug. 13 at 1:30 p.m. 

Perley was charged with assault causing bodily harm, assault with a weapon (a bat), and possession of a weapon for the purpose of committing an offence in connection with an incident on April 28, 2023, at Neqotkuk. He pleaded guilty to assault causing bodily harm, and the crown withdrew the remaining two charges.

Sentencing postponed for Woodstock man

Lucas Green, 19, of Woodstock, appeared in provincial court for sentencing on April 23 after pleading guilty to an assault charge laid by RCMP. His sentencing was postponed until Aug. 13 at 1:30 p.m. to allow for the completion of a pre-sentence report.

Green was charged with aggravated assault against another man and committing mischief causing property damage to a vehicle in connection with an incident on Oct. 19, 2023, at Richmond Corner. 

He pleaded guilty to the lesser offence of assault causing bodily harm. The crown intends to withdraw the mischief charge at sentencing.

Green appeared in provincial court in custody on Nov. 27, 2023, for a fitness hearing. He was found fit to stand trial and released from custody with conditions.

He was remanded for a 30-day mental assessment at the Restigouche hospital when he appeared in provincial court in custody in October for a bail hearing by video in Fredericton.

In custody awaiting sentencing

Jordan Ronald Broad, 29, of Florenceville-Bristol, appeared for trial in provincial court in custody on April 22 and changed his plea to guilty on several charges laid by RCMP. He returns to court for sentencing on May 9 at 1:30 p.m.

RCMP charged Broad with breaching his release order stemming from an incident on Feb. 12. He was also charged with breach of an undertaking, assault with a weapon (a candleholder) and committing mischief causing property damage for an incident on Jan. 6 in Florenceville-Bristol. He appeared in court for a bail hearing on Feb. 28 and was remanded to jail.

Broad also appeared in provincial court on Dec. 19, 2023, and pleaded not guilty to three other charges laid by RCMP. Broad was charged with assault, uttering threats, and assault by choking involving a female victim concerning an incident on Oct. 8, 2023, in Florenceville-Bristol. 

Bath woman to stand trial

Delta Joy Bowmaster, 44, of Bath, appeared in provincial court on April 24 to answer a charge of impaired driving causing bodily harm. She pleaded not guilty, and her trial date was set for Nov. 25 at 9:30 a.m. 

Bowmaster was charged by RCMP with impaired driving, impaired driving causing bodily harm, and reckless endangerment involving a minor following an incident on May 11, 2023, at Odell. 

On April 24, the crown withdrew the original charges and replaced them with a charge of impaired driving causing bodily harm and driving with a blood alcohol level over the legal limit.

Trial set for Woodstock man

Baily Timothy Wilson, 20, of Bedell, will appear for trial in provincial court on Feb. 19, 2025, at 1:30 p.m. after pleading not guilty to impaired driving.

Woodstock Police charged Wilson following an incident on Sept. 23, 2023. He entered his not-guilty plea at a court appearance on April 16.

Plea pending on fraud charge

Edwin Norman Pardy, 64, of Carlow, will appear in provincial court on May 14 at 9:30 a.m. for plea on a fraud charge laid by Woodstock Police.

Pardy was charged with defrauding Service Canada for an amount exceeding $5,000 regarding incidents between July 27, 2017, and Nov. 26, 2021, at Woodstock. He was scheduled for a plea on April 23, but the matter was adjourned to allow him more time to secure legal counsel.

Returning to court for plea

Corey Andrew Lane, 39, of Woodstock, appeared in provincial court on April 23 to plead guilty to one charge laid by the RCMP. The matter was adjourned until May 14 at 9:30 a.m. to allow him more time to consult legal counsel.

Lane appeared in provincial court in custody on March 28 and was released with conditions. He was arrested on a warrant after failing to appear in provincial court for a plea on March 5. He was charged with breaching an undertaking by violating a no-contact order concerning an incident on Feb. 7 at Newbridge. He was ordered to have no contact with the complainant.

Trial scheduled on impaired driving charge

Jade Corey Allain, 44, of Wostak (Woodstock First Nation), appeared in provincial court on April 23 and pleaded not guilty to an impaired driving charge. His trial date was set for May 1, 2025, at 9:30 a.m.

RCMP charged Allain in connection with an incident on Dec. 27, 2023, near Teeds Mills. 

Newfoundland man awaiting plea

Daniel Ralph Arch, 49, of Northern Arm, Newfoundland, appeared in provincial court on April 23 to answer one charge laid by RCMP. He returns to court for plea on May 14 at 9:30 a.m.

Arch was charged with dangerous driving causing bodily harm following an accident on March 27 at Dorrington Hill near Canterbury. He told the court he needed more time to secure legal counsel before entering his plea.

Facing impaired driving charge

Kailen Bowmaster, 26, of Woodstock, will appear in provincial court on May 21 at 9:30 a.m. to plead guilty to an impaired driving charge.

Woodstock Police charged Bowmaster concerning an incident on Jan. 27 in Woodstock. He made his first court appearance on April 23.

Neqotkuk woman returning for plea

Rachel Sockabasin, 40, of Neqotkuk, appeared in provincial court on April 23via teleconference for plea on multiple theft charges laid by RCMP. The matter was adjourned until May 7 at 9:30 a.m. at the request of her defence counsel.

Sockabasin appeared in provincial court in custody by video on Feb. 28 for a bail hearing and was released with conditions. She was charged with breach of an undertaking, breach of probation and three counts of theft concerning incidents on Feb. 12, Aug. 11, 2023, and Dec. 22, 2023, at the Ultramar in Carlingford.

Wostak man to stand trial

Greg McCormick, 35, of Wostak (Woodstock First Nation), appeared in provincial court on April 23 and pleaded not guilty to two charges laid by RCMP. His trial date was set for May 2, 2025, at 9:30 a.m.

McCormick was charged with assaulting another man while carrying a weapon (a knife) and uttering threats following an incident on Feb. 15 at Wostak. He was arrested and later released on a release order. 

Arrest warrant issued

The court issued an arrest warrant for Tanna Wright of Perth-Andover after she failed to appear in provincial court for a plea on April 23 on three charges laid by RCMP.

Wright was charged with assault with a weapon (knives and a bat) and two counts of uttering threats stemming from an incident on Dec. 16, 2023, at Greenfield. She appeared in court on April 2 when the matter was adjourned to the new date at the request of her defence counsel.

Neqotkuk woman awaiting plea

Maurene Anne Nicholas, 48, of Neqotkuk, will appear in provincial court on May 14 at 9:30 a.m. for plea on an assault charge.

RCMP charged Nicholas with assaulting another woman near Perth-Andover on Oct. 28, 2022. She made her first court appearance on April 16, when the matter was adjourned to the new date.

Returning for plea on two charges

Tobi Amanda Paul, 50, of Lower Woodstock, will appear in provincial court on May 14 at 9:30 a.m. for plea on two charges laid by RCMP.

Paul was charged with assault and committing mischief causing property damage to a vehicle concerning an incident on Jan. 14 at Hay Settlement. She made her first court appearance on April 16, when the matter was adjourned to the new date.

Perth-Andover man to enter plea

Joshua Sebey, 25, of Perth-Andover, will appear in provincial court on May 14 at 9:30 a.m. for plea on an impaired driving charge.

RCMP charged Sebey in relation to an incident on Sept. 3, 2023, near Aroostook. He made his first court appearance on April 16, when the matter was adjourned to the new date.
